| Keystone STARS/Early Learning Keys to Quality
provides structure and leadership for achieving high quality
early learning throughout the Commonwealth. Starting in
2002 with Keystone STARS as a model program, the
"Keys" have developed into a comprehensive,
nationally recognized, improvement system that coordinates
local and regional resources, implements high quality
programs, provides professional development opportunities, and
links community partners to ensure positive outcomes from
children.
